If you want to sleep in a youth hostel, an international youth hostel membership is often obligatory. The membership card must be bought in the country where you live. VJH, the Flemish organization can only sell membership cards to people living in Flanders.

A membership card is valid in more than 70 countries. 

However, there is such a thing as an international guest card. Each time you stay in one of the ±4.500 youth hostels all over the world, lacking an international hostelling card, you'll be charged a supplement and you'll receive a welcome stamp (ask for it !) . You'll also receive a guest card. Keep this card! When you have 6 welcome stamps on your guest card (within a year), your guest card is equivalent to an international youth hostel membership card. You will no longer have to pay any additional charges.
